Omsk Region approves roadmaps for optimizing the commissioning of facilities and connecting businesses to utility networks

The regional Government held a meeting of the working group on improving the Omsk Region's performance in the National Rating of the investment Climate. The participants reviewed plans to optimize procedures within the framework of the End-to-End Investment Flow.
 
"Roadmaps should include specific, practically effective measures. The targets for 2027 and 2030 require us to reduce deadlines by two to three times. Therefore, I ask entrepreneurs and business associations to be active participants in the discussion," said Andrey Shpilenko, Deputy Chairman of the Omsk Region Government.
 
The Department of Architecture and Urban Planning of the Omsk City Administration presented a plan to optimize the issuance of permits for the commissioning of the facility. Among the key events are setting up notifications in the state information system for urban planning, sending an application to both the head and the direct executor, switching to electronic approval of draft final documents, creating an investor's self–check checklist and a schedule for personal reception of developers of project documentation, as well as posting detailed memos and sample applications on the Omsk City Administration website, in a Personal in the investor's office, on the portal of the My Business Center and distribution to the business community through municipal investment commissioners. The measures presented should reduce the number of visits by specialists to inspect the facility from four to three, and the share of refusals to issue permits from 20 to 14 percent. It is also planned to increase the share of applications submitted through the Unified Portal of Public Services.
 
A plan of the Omsk District Administration has been presented for the use of land by network organizations. The deadline for issuing permits for the use of land plots is planned to be reduced from 55 to 20 working days, the number of returns of draft orders for revision is from two to one, and the deadline for approving the draft order by structural divisions is from 35 to 15 working days. Key events include the creation of the "Land Relations" section on the official website of the Omsk District Administration with the possibility of submitting an application through a Single portal of public Services or by e-mail, the placement of electronic forms, templates, memos and checklists for network organizations, the transition to an electronic format for providing coordinates of land boundaries in the MID/MIF format, and also, the assignment of a responsible official for the approval of draft orders.
 
For connection to the Omsk RTS JSC heat supply system, the targets provide for shortening the deadline for submitting an application to the Omsk Region REC for setting connection fees from 120 to 60 business days. The deadline for preparing the local estimate should be reduced from 45 to 20 business days. The share of packages of documents that need to be finalized by the applicant is planned to be reduced from 79 to 40 percent, and the share of applications submitted electronically is to be increased from 5 to 10 percent. Among the key measures are the reconstruction of the "Connection to the heat supply system" tab on the company's website with the organization of online application submission, the integration of an electronic application system with an automated management document management system, the development of a checklist for self–checking the completeness of the application, the conclusion of an interdepartmental agreement with JSC Teplovaya Companiya on the operational exchange of information, the exclusion of memos between departments and securing the priority of investor applications in the order of interaction of structural divisions.
 
The road maps have passed mandatory approval
with the business community. The key task is to create an attractive investment climate in the Omsk region.
