Vitaly Khotsenko: Omsk region increases investment activity and strengthens economic potential

In his annual message to the deputies of the regional parliament on the main directions of budgetary, economic and social policy for 2026, the Governor noted that this year the region received significant federal funding for the implementation of key projects, while all areas require co-financing from the regional budget.

Vitaly Khotsenko stressed that the preparation of the budget for 2026-2028 was difficult, but participation in the program to write off two-thirds of the debt owed to the federal budget allowed 9.4 billion rubles to be written off, and the total approved amount of budget loan reductions in the region amounted to 27.4 billion rubles.

Vitaly Khotsenko said that by the end of the year, the gross regional product is estimated at 1 trillion 270 billion rubles. The Omsk Region government aims to increase GRP to 2 trillion rubles, primarily through increased investment activity, the launch of new and modernization of existing production facilities, the development of non-primary exports and the transport and logistics complex. By the end of 2025, the total investment is estimated at 235 billion rubles.

The head of the region noted that in order to simplify work with investors, an "End-to-end investment Flow" is being introduced, the timing of connection to utility networks and the number of procedures are being optimized, which lays the foundation for accelerated business development.

Special attention is paid to the Avangard special economic zone, which in December took 8th place in the country's SEZ rating. In 2025, the territory of the zone will be expanded by 324 hectares. The first facilities of residents have been commissioned at the current site: the production of metal structures and fasteners, as well as a plant for the production of lubricants and coolants. The region's application for a federal treasury infrastructure loan in the amount of 3 billion rubles for the further development of the zone has been approved.

Among the implemented projects, the Governor named the completion of the first stage of the Wildberries distribution center, the fourth stage of the production of flexible packaging from polymer films, logistics complexes for Ozon and Sberbank Logistics.

The official opening of the catalyst plant is in the near future. The projects of the OMKB test complex and the new production of electric energy metering devices by NPO Mir are at the final stage. Next year, it is planned to launch the Magnit distribution center and begin construction work on the largest projects in the region: a graphite electrode plant and a super-large tire plant.

Increasing investment activity and the implementation of infrastructure projects create a solid foundation for long-term industrial growth, increasing jobs and strengthening the region's position in the national economy.
