On October 3, 2025, the construction of a strategic facility of federal importance began in the region.
Today, the official start has been given to the construction of the Omsk Northern Bypass highway, a large—scale investment project designed to take transit transport outside the city, relieve central highways and create new opportunities for the economic development of the region. Its implementation is also directly related to the expansion of the M-12 Vostok highway and the formation of international transport corridors that will connect Europe and Asia.
The ceremony took place at the site of the future bridge over the Irtysh River, where the first pile was driven. The event was attended by Governor of the Omsk Region Vitaly Khotsenko, CEO of the National Project Construction Group Alexey Krapivin, First Vice President of Gazprombank Pavel Brousser.
Deputy Prime Minister of the Russian Federation Marat Khusnullin and Minister of Transport of the Russian Federation Andrey Nikitin joined the ceremony via teleconference.
The official command to start construction work was given by Deputy Prime Minister of the Russian Federation Marat Khusnullin. The Deputy Prime Minister stressed that the Northern Bypass of Omsk is one of the key projects for the development of the country's transport infrastructure.
"On behalf of the President, we continue to build city road detours. Such sites provide an opportunity for suburban development, relieve settlements from transit transport, and contribute to improving the environment within cities. Omsk has launched the construction of a northern bypass of the city with a length of about 66 km with two bridges over the Irtysh and Om rivers. This is a new transport artery that will forever change the logistics map of the entire Siberian Federal District, open up new opportunities for the region and accelerate the integration of our territories into global transport corridors. Moreover, the bypass will be a continuation of the large-scale work on the creation of the Russia route with exits to China, Mongolia and the DPRK and will give an additional impetus to economic growth in the eastern direction. Our country has huge resources, and the implementation of such large-scale projects allows us to unlock all available potential and strengthen the national economy," said Marat Khusnullin.
The Deputy Prime Minister added that the construction of the bypass will reduce the mileage of transit transport along the Tyumen - Novosibirsk route by more than 20 km, give an impetus to the intensification of investment and construction activities and increase the volume of industrial and housing construction in the northern and eastern parts of the agglomeration of the city.
"The construction of the Omsk Northern Bypass is a significant project for the Russian transport system. Almost 66 kilometers of road will directly connect the federal highways to Tyumen and Novosibirsk. This will reduce the mileage of transit transport by more than 20 kilometers, unloading the city of Omsk. The federal budget has allocated more than 27 billion rubles for this facility from 2026 to 2030," said Andrey Nikitin.
The Governor of the Omsk Region, Vitaly Khotsenko, stressed that the new bypass will connect two federal highways and provide a modern level of road infrastructure that meets high safety and comfort requirements.
"The Northern Bypass is the most ambitious project in recent decades in the Omsk region. It is almost 66 kilometers of modern highway with five interchanges and two bridges, including a new bridge over the Irtysh River. The bypass will help to relieve urban highways, make the air in Omsk cleaner, and the life of Omsk residents more comfortable and safer. It is important that this is not only a road facility, but also a catalyst for the development of the entire northern part of the agglomeration, new industries, housing construction and investments," said Governor Vitaly Khotsenko.
Gazprombank provides the necessary resources within the framework of the public-private partnership and participates in the formation of a sustainable model for the implementation of infrastructure initiatives.
"The construction of the Northern Bypass of Omsk will solve several tasks at once.
Firstly, the comfort of the urban environment will be significantly improved in the interests of residents and guests of the regional center (due to the removal of transit freight traffic outside the city limits). The second aspect is logistical. The growth of transportation today raises the issue of creating bypasses of large cities. This ensures a balance between the demands of economic growth and the quality of life in megacities. The project will establish stable transport links with Eastern and Central Siberia, bring new jobs to the region, and improve housing and related road infrastructure. We are happy to take this step into the future with our reliable partners: DOM.The Russian Federation, the National Project Construction Group and the Omsk region. Congratulations to all those gathered on this symbolic moment," said Pavel Brousser, the Bank's First Vice President.
According to Alexey Krapivin, the National Project Construction Group is fully ready to start implementing this large–scale construction project, a significant construction project for the region.
The highway will have four lanes and an estimated speed of 120 kilometers per hour. The facility includes 19 overpasses and six recreation areas. Financing is provided from the federal budget, extra-budgetary sources and bank investments.
The Northern bypass of Omsk is part of the strategic plan for the development of the Russian transport system until 2030 and will be part of the international transport corridor connecting Europe and the countries of the Asia-Pacific region.
