Vitaly Khotsenko held the first meeting of the Omsk Region Investment Committee in 2025
The focus was on entrepreneurial initiatives aimed at developing modern recreation and tourism infrastructure in the region.
Investors presented projects in the field of hospitality with the potential to create new centers of attraction not only for residents of the Omsk region. Skydiving and hot air balloon flights will attract tourists from other regions.
The investment Committee, led by Governor Vitaly Khotsenko, reviewed a project to build a recreation center "Around the Sky" in the Omsk region.
The initiator is Omsk Siding Invest. The investment capacity of the project exceeds 600 million rubles, and its implementation is planned until 2028. As a result, it is planned to create 80 jobs.
The project provides for the construction of a center for extreme sports and outdoor activities with the possibility of simultaneous accommodation for more than 250 people. The service and the year-round recreation center will allow us to develop both winter and summer sports. It is planned to organize 5 functional zones on an area of about 70 hectares.
The "Quiet recreation area" is a modular house in the "glamping" format for living. "Water area zone" – playgrounds for relaxing on the water. "Active recreation area" – playgrounds, skatepark, crossfit, skydiving landing area, ATV trails, buggies, snowmobiles, tubing trails, climbing wall.
The Leisure and Entertainment Zone is a themed playground with a game room and an event center. Pedestrian zones and viewing platforms, including a suspension bridge over a ravine. And, of course, the "food court zone".
The opening of a recreation center with the launch of several dozen cabins, an activity zone, sauna complexes, a restaurant, rental of ATVs, snowmobiles, and buggies is planned this year.
The construction of a hotel and recreation center is also being completed in the Omsk region. The initiator is the Siberian Regional Union. The total investment in the project exceeds 1.6 billion rubles. The project has been implemented since 2020 and construction will be completed this year. More than 120 jobs will be created. The project provides for the construction of a hotel complex with a total area of 15,000 square meters and a capacity of 500-600 people at a time.
On the territory of the recreation center there will be a hotel complex with 33 rooms with a restaurant and a bar, guest cottages, a SPA complex with a swimming pool, sauna, hammam, bar and relaxation area, baths with terraces and relaxation areas, an outdoor heated pool on the banks of the Irtysh River, a cafe with a summer terrace and a karaoke bar, a restaurant, a conference-gym, children's entertainment complex and playgrounds, sports grounds. Construction work on the project is in its final stages. In May 2025, it is planned to start landscaping the hotel and recreation center.
The Governor of the Omsk Region, Vitaly Khotsenko, held 12 meetings of the Investment Committee under the Council for Investment and Competition Development last year, at which 32 initiatives with a total investment of over 725 billion rubles were considered. These projects have been studied by the executive authorities and local governments, the Omsk Region Development and Investment Agency, and resource supply organizations.
