The implementation of the "May decrees" of the President of the Russian Federation is one of the most important areas of socio-economic development of the territory. This process should be continuous, is a priority area of activity of the regional government and is aimed at qualitative changes in the social sphere. That is why the acting Governor of the Omsk region, Alexander Burkov, began studying the situation in the region by analyzing the implementation of the "May decrees" of the head of state.
His predecessor Viktor Nazarov informed the new head of the Omsk Region, Alexander Burkov, about the main results of the May decrees and related instructions from the President of the Russian Federation.
First of all, Acting Governor Alexander Burkov was interested in the implementation of a package of decrees in the field of social policy. "All parameters are being met, the achieved targets correspond to the planned values," Viktor Nazarov said.
This year, the Omsk region is completing the implementation of a regional program for the resettlement of citizens from emergency housing. Over the five years of the program, more than 11,000 residents of Omsk have moved into new apartments. The five-year program has been completed, but over the years other houses of old construction have been declared uninhabitable, which means that solving the problems of owners of dilapidated housing remains one of the urgent tasks for the authorities in 2018 and subsequent years. The financing mechanism for the new program is currently being worked out at the federal level.
They also discussed the accessibility of preschool education. The problem of waiting lists for kindergartens for children aged 3 to 7 years has been solved in the region. Work on the creation of additional places continues: Two new kindergartens are being built - in the regional center and in the rural area. But at least seven more preschool institutions are required only in Omsk and specifically in new residential areas and neighborhoods under construction. "We need a comprehensive development program that includes, along with the construction of housing, obligations to build a kindergarten on the allocated land," said Viktor Nazarov.
Another problem that the new team of Acting Governor Alexander Burkov will have to solve is the modernization and construction of new schools. In the very near future, Acting Governor Alexander Burkov will require detailed reports from the executive authorities responsible for implementing each direction of the Russian President's instructions with proposals on how not to reduce the dynamics of execution, where it already exists, and increase performance, where required, in order to achieve the high social standards laid down in the "May decrees" Vladimir Putin.
